Getting married in Dubai is not the easiest of things to do, even if you live there, so if you aren’t a resident and still want to exchange vows in this desert state, then be prepared to battle the paperwork!
Many non-resident couples choose to have a blessing here instead, as you can have much more fun, and a lot less hassle.
Notify the Philippine Embassy or Consulate General of your intentions to get married
Couples should first coordinate with the Philippine Embassy before anything else. In this manner, you would save time and effort in going back and forth. Remember, marriage outside the country entails lots of paperwork. But, as long as you adhere to these documentations, you’re assured that your marriage is legally recognized in any part of the world.

If you’re marrying a non-Filipino national, ensure that he/she contacts his/her own consulate or embassy. Also, only Filipino citizens are allowed to get married at the Philippine Consulate General office.
Decide on where to get married.
Since Philippine Consulate permits marriage only to Filipino citizens then it is necessary to look for other wedding venues if you’re marrying a foreigner. Church weddings are allowed as long as you are both Christians. When you get in touch with the churches, be ready to enquire for how much they charge on performing the marriage. Then, afterwards, you can start worrying on the dress, reception party, flowers, cake, photography, etc.
Christians who would like to get married in hotels or other venues may do so. If they prefer their churches to recognize the marriage then they still must adhere to the terms and conditions of the churches. This is totally dependent on the way of life their religions follow.
For Muslim weddings, the marriage ceremony is performed in the Islamic Courts within the marriage section. It is necessary that the couple are citizens or holding residence visa, and that the groom must be Muslim. Also, it is important that you have two male Muslim in attendance as witnesses. The couple usually celebrate their union by hosting a reception party after the wedding ceremony.
Attend pre-nuptial classes.
Your need to attend marriage counselling sessions and pre-wedding rehearsals utterly depend on your religions. Normally, Catholic churches provide counselling services to the couple before they finally decide to walk on the aisle. Certificates are given to those who’ve successfully attended the premarital sessions. These certificates must be taken to the officiating priest or church for pre-nuptial requirements. Catholics need to fill out forms in the church, and submit birth and baptismal certificates, original passport and passport copies, and an NOC from your parish priest in your home country. If you’re a non-Catholic marrying a Catholic, you’ll need an NOC from the embassy stating that you are legally free to marry. Also, if previously married, copy of death certificate or divorce certificate is required. Once submitted to the church, intent to marry would be posted on the public noticeboard for three weeks. If objections are not heard then the wedding pushes through.
Although Catholic churches ask for more documentation, almost the same application process goes in other Christian churches. Nuptial forms and NOCs to legally marry are also required in the other churches.So better attend your classes to know it all.
Prepare for the pre-wedding health certificates.
It is said that anyone (locals and expats) marrying in the UAE must have a medical fitness certificate on hand to prove that they’re free of infectious diseases. Aside from the medical check-up, it is necessary that the couple must submit to blood test for further screening. These tests and certificates must come from Ministry of Health affiliated hospitals and medical clinics. Only if a person is proven HIV-carrier, the certificates issued by the health authority may be used to stop the marriage in court where it has to be registered.
Make sure that your marriage is registered.
After the wedding ceremony there comes another set of paperwork. If wed in an English-speaking church, the marriage certificate would have been in English, naturally. So, in order to register this, it should be translated into Arabic. After getting the translated certificate, you need to submit it to the Notary Public Office at the Dubai Courts for certification. There’s a fee for this as well as the translation. Then, you need to go to the Ministry of Justice to authenticate the certification, and to the Ministry of Foreign Affairs to get the said authentication authenticated. Once done, you’re finally set to go back to the Philippine embassy (if both Filipinos) or to your respective embassies to authenticate the certificate that was authenticated from the Ministry of Foreign Affairs. All these documentations are required in order to ensure the legality and validity of the marriage in the Philippines or your respective countries.
Arabic translation aside, these steps must be followed in registering the Islamic marriage.
If you’re lost in the whole marriage-outside-the-country then don’t hesitate to ask questions. There’s no harm in bothering friends who’ve been married here, or even seeking advice from wedding planners, church people or legal aides. The only way to get through these processes is by having someone to guide you.

For a Filipino planning to marry a foreigner/other Filipino in other venues outside the Philippine Consulate within Dubai and Northern Emirates such as Courts, Churches, and Embassy/ Consulate of the foreigner partner:
STEPS:
1. Fill out the following form (download the file and print):
(1) Accomplished Certificate of Legal Capacity to Contract Marriage Form (typed/computerized and originally signed by groom and bride)
(1) Accomplished Joint Affidavit of Witnesses Form (originally signed by 2 witnesses; preferably both Filipinos or with 1 Filipino witness)
(1) Accomplished Marriage Announcement Form (originally signed by groom and bride)
(1) Accomplished Affidavit of Singleness Form (originally signed by the Filipino applicant/s)
2. Submit abovementioned duly filled out form and other requirements for the Filipino applicant specified below at the Marriage Section:
1. Original DFA-Authenticated (red ribbon) NSO Certificate of No Marriage (CENOMAR) of both Bride and Groom (for Filipino national only)
Note: (CENOMAR is valid for 6 months from the date of issuance and it must be “For Marriage Purposes“)
2. Original DFA-Authenticated (red ribbon) NSO Birth Certificate of Bride and Groom (for Filipino national only)
3. Passport Copies and Visa Copies of Groom, Bride, Witnesses
4. >Recent passport-size colored photos of bride and groom
5. (1) Original DFA-Authenticated (red ribbon) Affidavit of Parental Consent for applicants aged 18-21/Affidavit of Parental Advice for applicants aged 22-25.
Note: If parent is based here in UAE, personally appear at the Consulate to execute affidavit of parental consent/advice. Bring copies of passport and visa page.
6. In case applicant/s has previous marriage/annulled, submit DFA-Authenticated (red ribbon) Annotated Marriage Contract/Certificate, DFA-Authenticated (red ribbon) Court’s Finality, DFA-Authenticated Court’s Decision and DFA-Authenticated (red ribbon) Advisory on Marriage (with “For Marriage Purposes”) in addition to the usual requirements stated above (for Filipino applicant only).
Note: Passport must be reverted to bride’s single or maiden name prior to submission of application.
7. If applicant’s/s’ husband or wife is deceased, submit DFA-Authenticated (red ribbon) Death Certificate, DFA-Authenticated (red ribbon) Marriage Certificate/Contract in addition to the usual requirements stated above (for Filipino applicant only).
Note: Passport must be reverted to bride’s single or maiden name prior to submission of application.
8. For married Filipino Muslim males, Original DFA-authenticated Consent of First Wife; if the wife is in the Philippines or elsewhere.
9. If the Filipino applicant whose current residency is outside UAE and Philippines, submit Legal Capacity to Contract Marriage (LCCM) certificate issued from the Philippine Embassy/Consulate which has jurisdiction over the place of residence.
10. Any other document(s) that will be requested by the processor.
3. Proceed to Cashier for payment (Must be paid in Dirhams only).
4. After 15 days posting of marriage banns, wait for delivery of document via courier.
5. Submit documents for report of marriage after the wedding. (refer to the requirements on the Report of Marriage)

The Philippine Consulate General has jurisdiction over Dubai and all Northern Emirates.
A Filipino citizen married outside the Philippines must register the marriage with the Philippine Foreign Service Post (Embassy or Consulate) of the country where the marriage was officiated.
A Report of Marriage will then be issued and transmitted by the Philippine Foreign Service Post through the Department of Foreign Affairs for registration and recording with the Office of the Civil Registrar General in the Philippines.
REPORT OF MARRIAGE
Marriages of Filipino national/s solemnized at Courts, Churches, Consulate/Embassy of the foreigner spouse within Dubai and Northern Emirates recognized by UAE government.
STEPS:
1. Fill out 5 copies of Report of Marriage (ROM) form (with original signatures of husband and wife)
Note: Details such as age must be at the time of marriage. Indicate full maiden names of mothers of husband and wife. (refer to the sample form for guide in filling out ROM)
2. Submit above mentioned duly filled out form and other requirements specified below at the Marriage Section:
(1) Original and five (5) Photocopies of English or English Translated Marriage Contract duly attested by Ministry of Justice and Ministry of Foreign Affairs, UAE.
(5) Recent colored photos of husband and wife (passport size)
(5) Colored copies of passports of both parties
(5) Copies of duly filled out Joint Affidavit of Delayed Registration of Marriage form if marriage was not reported within 6 months from the date of marriage. (with Original signatures of husband and wife)
For divorce obtained by the foreign spouse – based on Article 26 of the Family Code, submit the Philippine judicial recognition of a foreign-issued absolute divorce decree (five copies).
For Annulled or Widowed Applicants – submit the Judicial Decree of Annulment or Declaration of Nullity of Previous Marriage or the Death Certificate of the former spouse (five copies).
Any other document(s) that will be requested by the processor.
3. Proceed to Cashier for payment (Must be paid in Dirhams only).
4. Transaction complete. Wait for delivery of document via courier
5. 3 months after the reporting of marriage, the despatch number will be emailed to both parties so that they can process the release of their report of marriage from the Philippine Statistics Authority (PSA formerly NSO).
FEES: AED 100.00 and Additional AED 100.00 for Affidavit of Delayed Registration

3. Filipino prospective couples will choose a date of their wedding from the available schedule posted at the bulletin of Marriage Section.
4. Proceed to the Cashier for payment (Must be paid in Dirhams only).
5. Attendance to the Pre-Marriage Counseling (PMC) seminar is a prerequisite prior to the issuance of a marriage license. The couple will be informed one week before the seminar through SMS or email. If no information is received please verify schedule from the marriage section.
6. Return on given date of marriage with at least two (2) witnesses and bring 4 copies of passports of both bride and groom. Proceed to Marriage Section for final checking of marriage documents.
7. Solemnization of Marriage at Hall A.
8. Consulate sends marriage documents to DFA for onward transmittal to Philippine Statistics Authority (PSA formerly NSO) for registration.
9. 3 months after the wedding, the despatch number will be emailed to both parties so that they can process the release of their marriage certificate from the Philippine Statistics Authority (PSA formerly NSO).
