Good Moral Certificate for Filipinos in UAE

The UAE Ministry of Human Resources and Emiratization (MOHRE) has announced in a statement that the Certificate of Good Moral Conduct for Filipino and Indonesian workers will be suspended until June 2018.

“As for the rest of the nationalities,” the circular says, “the Tasheel Centre must request a good moral and conduct certificate if the household worker is outside the country or [on] “tourist visa”.

Philippine Consul-General Paul Raymund Cortes said in a video, Feb. 15, that this will apply to new workers as well as to Filipinos who will be changing their employment.

Meanwhile, the circular has created a confusion among Filipino expats in the UAE if it will cover all workforce sectors or to household helpers (domestic helpers) alone.

Cortes told The Filipino Times, in a message, that he still has to clarify the information on the circular if the suspension will apply to all.

Cortes said that he will keep the Filipino community in the UAE posted about the new circular on his Facebook page.

A MOHRE top official told TFT in a previous interview that employment visas which have already been processed before Cabinet Decree 1/8 of 2017 took effect on Feb. 4 will not be covered by the statute’s requirement.

The new law requires all foreign workers seeking employment in the UAE to obtain a Certificate of Good Conduct from their home country as part of efforts to safeguard national security. Certifications like this are standard requirements for expatriates in most countries.

H.E. Khalil Ebrahim Yousif Al Khoori, director of MOHRE’s Domestic Worker Permits and Licensing Department, told TFT that, “If they [employment visas] are already under process, they will be processed even without it (certificate),” Al Khoori said.

The official also clarified that foreign workers who already were in the UAE for less than five years and are transferring to another employer will be required the certificate. This, to ensure the new employer that the person being hired has no criminal records.

“If the employees have worked for less than five years and they transferred from one job to a new one, we will require this,” Al Khoori said.

On the other hand, employees whose contracts are being renewed with the same company where they have stayed for less than five years are not required to submit this certificate, the official said.

“If it’s the same company, or the same owner [of the company], no [it will not apply to them]. We will only ask for the certificate or clearance for new entries,” Al Khoori said.

Sa ibang simbahan tulad sa HRPC, di madaling makakuha ng GMC, at inooffer nila ang certificate of Parishioner pero pilitin mo sila or if may kilala ka sa office (mas maganda) maghanda ka na lng ng Photocopy ng NSO Birth Certificate at ilagay sa likod (Name, Address, Birthday, Age, Phone Number, and Course Graduated)

Pero may mga simbahan din na madaling makakuha ny GMC at merong naman case na, gagawa ka ng certificate mismo at hahabulin mo si Father para magpasign at papalagyan na lamang ng heade, logo at seal sa office ng parish

4. GMC for barangay

Kung ikaw ay nakatira sa subdivision, kumuha ka na ng certification of membership (katunayan na nakatira ka nga dun) sa office ng subdivision nyo para sakaling irequire ito sa pagkuha ng gmc
